The above Club is requesting a second show to join the regular Cape Show October weekend. Approval has been received from the All-breeds club sharing the date. They are incorporating a breed seminar as well.

5.2.2 Application Dispensation

5.2.2.1 Kennel Association – 02.03.2024

The Kennel Association is seeking dispensation from the following regulation in Schedule 03:

Motivation: Their Schedule 05E(13) event is held annually in conjunction with their Championship Show (All-breeds Supreme Puppy of the Year Competition). The dispensation they are seeking is only to replace their Best Puppy in Show Judge. After some discussion, Exco recommended that the Shows Department suggest to the Club that they include the Best Junior in Show Challenge in the Dispensation due to the ages of the dogs concerned.

5.2.2.2 Rottweiler Working & Breeding Association – 11.11.2023

The above club is seeking dispensation to hold itsChampionship Show on the November Exam date, for 2023 only.

5.2.2.3 Mrs R Claasen (Member 13145)

The above Judge is requesting dispensation from the following regulation:

Schedule 05B(01)

1.6.2.3.1 In the event of licensed PD & TD3 judges not carrying out a judging appointment for a period of three (3) years a (1) questionnaire made up of questions pertaining to Schedule 3 and Schedule 9 Appendix B and Schedule 05B(1) be completed and submitted to the local governing body. The questionnaire must be updated from time to time, to ensure all new rules and regulations are included.

Mrs Claasen last judged Working Trials (Classic) on 18 August 2019 (CD), and she last judged TDIII in 2013.

Her Judging licence for Working Trials expired on 18 August 2022.

Shows were opened up during COVID (with restrictions) in October 2020, giving Mrs Claasen almost two years in which to accept an appointment.

After discussion it was agreed that the Judge must adhere to the requirements stipulated in Schedule 05B(01) .

5.2.2.4 Pre-approval for use of substitute certificate for a Grand Champion application

The KUSA Office has received a pre-approval enquiry regarding the use of a substitute certificate for the application of Grand Champion for CH Carmardew A Kind of Magic at Von Edberg JM (ZA011821B20). The request is to use a Reserve Best of Breed certificate in place of a Champions Class First Place certificate as the Registered Owner has been unable to secure the latter certificate from the Club and the Show Catalogue omits the winner of the Champion (Bitch) class. The motivation for this request is as follows:

i. The dog in question was entered in the Champion Bitch Class at the Breede Rivier Valley Kennel Club on 15.10.2022, which she won, but this win was omitted from the marked catalogue (see attached) and the certificate appears to have not been issued. Despite several requests, the Registered Owner has been unable to obtain the original or a replacement certificate (see Sched 03, Reg 22.7 and 22.8 below).

ii. The abovementioned dog went into the Best of Breed line-up as the winning Champion Bitch and was awarded the RBOB. The Best of Breed was awarded to a male (owned by the same Registered Owner) from the Champion Dog class. The bitch’s win was not as a result of a call back – the BOB winner was a male dog. She could only have won the RBOB as the winner of the Champion Bitch class (see Sched 03, Reg 22.1.1 below).

The significance of this certificate is that it would fulfil the requirement of Schedule 03, Regulation 42.1.2.3, namely that points were gained in at least three (3) geographical provinces of South Africa.

The relevant Regulations from Schedule 03 are:

22.1.1 Those exhibits eligible for the award of Best of Breed and Reserve Best of Breed, are both Challenge Certificate winners (provided they are unbeaten) and winners of the Champions Class (provided they are unbeaten).

22.7 In addition to the Challenge Certificates and Reserve Challenge Certificates issued in terms of Regulation 21.4 of this Schedule, the following Breed Award Certificates shall be issued either in hard copy, or digitally and, if issued electronically, digitally system-signed and verifiable, shall be available to exhibitors within thirty (30) days of the date of such award being made:

22.8 By applying his signature to the various Certificates or, when these awards are electronically issued as digitally system-signed and verifiable Certificates, the Show Secretary assumes responsibility for the accuracy and validity of any certificates issued in confirmation of awards made in terms of these Regulations. The responsibility to rectify any errors which might occur on any of the Certificates and to issue corrected Certificates either in hard copy or digitally, shall rest with the Show Secretary.

42.1.2 The Federal Council may award the title of breed Grand Champion to any dog on the full Breed Register of the Kennel Union or any National Canine Organisation recognised by KUSA which has won, a total of at least fifty (50) points as per Appendix 2, provided that:

42.1.2.1 the dog is a KUSA Breed Champion of record.

42.1.2.2 not more than fifteen (15) of the minimum fifty (50) points were awarded by one (1) Judge,

42.1.2.3 points were gained in at least three (3) geographical provinces of South Africa or two (2) geographical provinces of South Africa plus Namibia.

42.1.2.4 only awards gained after 1 January 2012 shall count for points towards this title.

The KUSA Office would like to know if they may accept the Reserve Best of Breed certificate in place of the Champions Class First Place certificate when the Registered Owner submits the Grand Champion application.

5.2.2.5 Objections to Show Date

Zululand Kennel Club, Northern Natal Kennel Club & KZN Junior Kennel Club

The above KwaZulu Natal Clubs have applied to move their show date to Week 37 due to low entries with the two KZN show weekends being too close together. Objections have been received from the Gauteng Golden Retriever Club, Northern Free State Bull Terrier Club, Labrador Retriever Kennel Club & the Gundog Club.

5.2.3 Penalties

5.2.3.1 Cape Heritage Bull Terrier Club - 09.08.2023

The above Club is requesting that their penalty be waived. The Club claims not to have been aware of the submission timeframes.

Club to be advised that outstanding Fees are to be paid by 31.12.2023 in order for the Club to be in good standing.

5.2.3.2 Windhoek & Hochland Dog Clubs - 22.07.2023

The above Clubs are requesting that their penalties be reviewed. Their show date on their documents was incorrect and it shifted by one week.

Club to be advised that outstanding Fees are to be paid by 31.12.2023 in order for the Club to be in good standing. Dispensation granted for the removal of one week’s penalties.

5.2.4 Entry in contravention of the Regulations in Schedule 03:

5.2.4.1 The Office received a Champion application for Jimnah Braveheart Mattley of Tsadderk (ZA001287B22). The dog is co-owned,but all awards were issued only in the name of the first Owner. The dog has since been transferred into the name of the first Owner who was under the impression that he had the permission of the second Owner to act on her behalf (see attached). The dog was transferred into the sole-ownership of the first Owner on 08.09.2023.

May the Champion title be awarded to the Dog?

After discussion, it was agreed that the Champion title may be awarded and a R500 fine be imposed for the administrative errors on the show entry form in terms of Schedule 03, Regulation 33.2

5.2.4.2 The Office received a Champion application for Tsadderk Mary Solitaire (ZA004661B21). A Challenge Certificate was awarded to the dog on 28.08.2021, but as the dog was born on 29.11.2020, she was one day short of 9 months old when receiving the award (see attached). The dog was entered in the correct class.

May the Champion title be awarded to the Dog?

After discussion it was agreed that another CC is to be attained in order to award the Champion title .

5.2.5 Schedule 03 Reg. 14 & Reg. 19.8 – Exclusion of Dogs

5.2.5.1 Temporary Exclusion Order – Border Collie – Eurofire Amazing Heart – Reg No ZA006923B22

Report received of an incident which took place at the Witwatersrand Corgi Club Tramordwy Non-Championship Show held on 26.02.2023, where it was reported that the above-mentioned dog behaved aggressively by attacking the ring steward.

As instructed by the Chairman of Exco a TEO was issued 06.03.2023

TEO confirmed by Exco.

Owner returned signed Indemnity Form 27.03.2023.

The Owner has submitted a letter from Birch Acres Dog Training Club regarding the successful completing of a training/socialising course in partial fulfilment of the stipulated steps to have the TEO lifted .

Noted.

This dog attempted to gain its CGC at Goldfields Kennel Club Championship Show on 19.09.2023, but a further incident reportedly took place (see attached).

5.2.5.2 Temporary Exclusion Order – Golden Retriever – Savannalands Maverick – Reg No. ZA003232B19

It was reported that the abovementioned dog had acted aggressively at the George Kennel Club (1) Championship Show held on 09.06.2023, where it reportedly attacked another Golden Retriever. The Club has only submitted the Incident Report Form (Annex A) and all statements are still outstanding.

Preliminary TEO issued 27.06.2023. Statements from Club attached.

Carried forward. Letter to be sent to the Club to provide full report and documents within 14 days.

Club sent request for information on 03.08.2023, but have advised that due to a judging appointment in Australia, this will take some time to collate.

5.2.5.3 Temporary Exclusion Order – German Shepherd Dog Type – Inca von Blauklippen – Reg No. ZA001060Y22

Incident 1

It was reported that an incident involving the abovementioned dog took place at the Working & Herding Breeds of the Cape Championship Show (on loan to the Western Cape Working Trials Sub-Committee) held on 02.09.2023. The incident was discussed by the Judge and Show Secretary, and it was agreed to give the dog the benefit of the doubt and not declare it an Incident of Aggression (see attached).

It was reported that the abovementioned dog acted aggressively at the Cape Handlers Dog Club Non-Championship Show held on 02.08.2023 where it showed aggression towards the Learner Judge (see attached).

Noted. TEO confirmed. The dog is to continue its training with a behaviourist, complete a CGC and be assessed by a Class C Obedience Judge.

CPA to send a suggestion to the JEC that a Webinar covering TEO procedures be held for Licensed Judges.

The Club is to be fined R500.00 for holding the event on a day not included in the show application form or show licence documentation.

5.2.5.4 Temporary Exclusion Order – German Shepherd Dog – Atari Dark Venoom of von Wohlstein – Reg No. ZA001091C22

It was reported that the above-mentioned dog had acted aggressively at the Rotek GSD Club of Northern Areas (Meisterschaft) held on 3-6.08.2023, where it reportedly attacked another dog (see attached and refer Item 5.2.6.5).

TEO confirmed. The dog is to complete CGC, BH and socialising training.

5.2.5.5 Temporary Exclusion Order – German Shepherd Dog – Egan Vikar – Reg No. ZA001160C19

It was reported that the abovementioned dog had acted aggressively at the Rotek GSD Club of Northern Areas (Meisterschaft) held on 3-6.08.2023, where it reportedly attacked another dog (see attached and refer Item 5.2.6.4).

TEO confirmed. The dog is to complete CGC, BH and socialising training.

5.2.5.6 Temporary Exclusion Order – German Shepherd Dog – H-Atilla von Wohlstein – Reg No. ZA006987B22

It was reported that the abovementioned dog acted aggressively at the Rotek GSD Club of Northern Areas (Meisterschaft) held 3-6.08.2023 where it reportedly showed aggression towards the Trial Manager (see attached).

Preliminary TEO issued 04.09.2023.

TEO confirmed. The dog is to complete a CGC, BH and socialising training and thereafter be judged by 2Judges.

5.2.5.7 Temporary Exclusion Order – Belgian Shepherd (Malinois) – Antwarpse Kartouch – Reg No. ZA009531B18

It was reported that the abovementioned dog had acted aggressively at the Rottweiler Working & Breeding Championship Show on 03.09.2023 (on loan to Transvaal Working Trials Association – TWTA), where it reportedly attacked another dog (see attached).

TEO confirmed. TEO to be issued. The dog is to complete a training course with a Club and complete a CGC.

• Had two Dogsport Sub-Committee meetings – they are in the process of contracting their Judges, putting their process in place, and finalising Licences.

• The Chairman of Fedco to officially apply to the main Sponsor for sponsorship by the end of September 2023.

BJ advised that a new policy on penalties is to be introduced. A round robin is to be sent to Exco members regarding the new policy. A dispensation period for penalties as of 1 September to 31 December 2023 to be introduced. Clubs in arrears have until 31.12.2023 to settle outstanding penalty fees.

August 2023 saw Trick Dog receive its biggest entry yet – 61 entries (up from 59 in November 2022 and 49 in July 2022). The biggest class is Beginners (26 entries) followed by Elementary (18 entries) and Novice (10 entries). We are running our second Speciality challenge in September 2023 with the theme of “Spring” – this fun, non-titling event has already attracted 20 entries with lots more expected. Handlers are required to show 10 tricks, from any level, that speak to the theme of Spring. The Evaluators met in August 2023 to discuss rule changes which will be submitted to Fedco 12-2023.

5.22 CANINE GOOD CITIZEN

To date in 2023, 286 dogs have been awarded Canine Good Citizen (CGC) titles from both KUSA-affiliated and non-affiliated clubs. The graph below is based on results submitted to the KUSA Office, but we are aware of results that have not been submitted to the Office and we encourage all Clubs to submit outstanding test sheets as soon as possible. The list of Evaluators is currently being updated.

8. Retriever (Labrador) – Imported

8.1 An imported Retriever (Labrador) may only be placed on the KUSA Breed Register upon presentation of a clear test result for the dilute colour gene for the dog in question, from a recognised genetic laboratory in the country of origin or South Africa, or by being proven hereditarily clear, of either carrying the Dilute gene (“Dd”), or of being affected by the Dilute gene (“dd”). For the avoidance of doubt, the test result must reflect a result for the D Locus of “DD” for the dog, or for both its parents, to be eligible for Breed Registration .

8.2 No offspring from imported Retriever (Labrador) semen, collected on or after 1 October 2021, may be placed on the KUSA Breed Register, unless a clear test result for the dilute colour gene for the dog in question can be produced, either from a recognised genetic laboratory in the country of origin or South Africa; or, the semen donor can be proven to be hereditarily clear of either carrying the Dilute gene (“Dd”), or of being affected by the Dilute gene (“dd”). For the avoidance of doubt, the importer must furnish the KUSA with proof of a Dilute gene result of “DD” for the semen donor, or for both his parents, in order for the litters sired by the donor to be eligible for Breed Registration.

Between 1.10.2021 and 31.12.2022, four (4) imported Retriever (Labrador) were registered on the Primary Breed Register by the KUSA Office without the requisite D-Locus Certificate or proof that both parents were hereditary clear .

After discussion it was agreed that the four dogs in question are to be tested at cost to KUSA.

9.2 Applications for Club Affiliation/Notification of Closure

9.2.1 Notification of Club Closure

Natal Coast Kennel Club held their AGM on 15.02.2023 where it was agreed to close the Club. It was further agreed that remaining finances were to be donated to the Highway Kennel Club.

However, the office noted some apparent irregularities in the financial statements for financial years ending 2021 and 2022. These have been discussed with KZN Provincial Council Chairman Michael Vorster who agreed to investigate further.

Thereafter, Natal Coast Kennel Club submitted revised financials for 2021 and 2022, which do not meet requirements and does not provide the clarity required to close the matter.

The Club requested more information from the auditors on 07.06.2023 as all books were handed over to them.

MH and YJ agreed to liaise with Michael Vorster with the aim to attain information to address the irregularity.

YJ suggested that a letter be sent to the accounting company requesting that they provide KUSA with the required documentation.

CPA reported that the KUSA office had received confirmation that Highway Kennel Club had received the transfer of funds from the Natal Coast Kennel Club.

10. GENERAL

10.1Status of Challenge Certificates Awarded

Whilst verifying awards for a Champion application, the KUSA Office noticed that both a 2-point and a 1-point Challenge Certificate (CC) may have been issued in instances where more than 10 dogs (but less than 20) were entered and eligible for the CC at Championship Shows in October 2022. (See attached).

Schedule 03, Regulation 21 states (emphasis added for ease of reading):

21.8 Whenever ten (10) or more dogs of one sex in a breed are exhibited , not necessarily in the same class, and all such dogs are eligible to compete for the Challenge Certificate and a Challenge Certificate is awarded, it shall be a “2 point” Certificate; in all other cases a “1 point” Certificate shall be awarded to the winner of the Challenge Certificate. In this context “exhibited” shall mean entry of the dog into the ring with the intention of being exhibited, irrespective of subsequent exclusion by the Judge, or withdrawal by the exhibitor, for any reason whatsoever.

21.9 Whenever twenty (20) or more dogs of one sex in a breed are exhibited , not necessarily in the same Class, and all such dogs are eligible to compete for the Challenge Certificate and a Reserve Challenge Certificate is awarded, the Reserve Challenge Certificate shall be a "1-point" Certificate ; in all other cases, the Reserve Challenge Certificate shall not carry any point value. In this context "exhibited" shall mean entry of the dog into the ring with the intention of being exhibited, irrespective of subsequent exclusion by the Judge, or withdrawal by the exhibitor, for any reason whatsoever.

The KUSA Office seeks advice regarding the status of these awards should they be presented for a Champion application.

BJ advised that if a 2-point CC is issued and there were just over 10 dogs, the RCC stands but if there were over 20 dogs then the RCC converts to a CC. CPA to advise the Club that all 1-point awards issued erroneously are to be withdrawn.

10.2 MA reported that Mrs L Thornhill had been re-elected as Chairman at the AGM held. BJ requested a budget for the KUSA Classic 2025 as the WCPC had expressed interest in running the event. MA advised that two venue options had been sourced and that a very realistic budget will be submitted as part of their proposal. BJ requested that an official letter of intent be submitted as soon as possible
