THE KENNEL UNION OF SOUTHERN AFRICA MINUTES OF A MEETING OF THE EXECUTIVE COMMITTEE OF KUSA HELD AT 13H00 ON TUESDAY, 23 NOVEMBER 2021, VIA SKYPE

1. ATTENDANCE, APOLOGIES & ANNOUNCEMENTS

1.1 Mrs CE Patience has been nominated and accepted to serve as the NAPC Provincial Council Representative on the Executive Committee in accordance with Article 14.4 of the KUSA Constitution.

Mrs Patience will serve for the remainder of Brig Gen NJ du Preez’s term, who was elected as Chairman of the NAPC and will henceforth serve on the Federal Council.

Mrs Patience’s Declaration of Interests was received with thanks.

1.2 Mrs M Hancock has been nominated and accepted to serve as the KZN Provincial Council Representative on the Executive Committee in accordance with Article 14.4 of the KUSA Constitution. Mrs Hancock will serve for the remainder of Mr Michael Voster’s term, who was elected as Chairman of the KZN Provincial Council and will henceforth serve on the Federal Council.

Mrs Hancock’s Declaration of Interests in the form of a CV was received with thanks.

1.3 Election of Exco Vice-Chairman

Election of Vice-Chairman to serve for the remainder of NdP’s term.

The Chairman, BJ, called for nominations for the office of Vice-Chairman of Exco.

YJ and MA stated that they were available to serve as Vice-Chairman, if elected. The Chairman called for a vote and declared YJ duly elected as the Vice-Chairman of Exco for the remainder of NdP’s term. CP thanked the members of Exco for their confidence..

BJ announced that after 34 years of service Adele Bastick would be retiring at the end of December 2021 and on behalf of Exco thanked her for her support and service over the years.

5.1.2 National Sub-Committees

The four-year term as contemplated in 6.1 of the National Sub-Committee By-laws terminates on 31.12.2021.

Provincial Council Sub-Committees are required to elect representatives to serve on the National Sub-Committees for the ensuing 4 -year term (01.01.2022 to 31.12.2025)

The names of the elected representatives must be forwarded to the relevant Provincial Council Secretary, whom thereafter, is required to inform the KUSA Secretary in writing.

6. COMPOSITION

6.1. The N_C shall be composed of a representative from a minimum of three Provincial Councils as laid down in Article 14.3., who shall all serve for a period of four (4) years, the initial period to commence on 1 January 2014.

6.2. Representatives shall be elected by the members of the respective Provincial ________ Sub-Committees and they shall remain members of their Provincial Council ________ Sub-Committees for their entire term of service on the N_C. If during the period of four years the person so elected resigns from the N_C or is otherwise unable to continue with his duties on the N_C, the Provincial Sub-Committee concerned shall be entitled to elect a replacement for the remaining term of office of the original Representative.

6.3. Whenever a new Representative is elected by his Provincial ________ Sub-Committee, his membership to the N_C shall commence from the date of election and no other formality shall be required to retain membership, taking into account the provisions in 6.4 and 6.7. The Representative shall, on election to the N_C, declare his “domicilium citandi et executandi” for the purpose of receiving notices/documents. The Representative shall be solely responsible for advising any changes to his domicilium (see Notices).

6.4. No elected Representative may represent more than one (1) Provincial Council on the N_C.

6.5. Representatives must be eighteen (18) years or older at the time of election to the N_C.

6.6. At the beginning of each period as defined in 6.1., all representatives shall present their credentials and satisfy the meeting of their appointment thereto. Every representative shall notify the N_C Secretary of an address to which all notices intended for the Provincial ________ Sub-Committee represented by him shall be sent and inform the N_C timeously of address changes;

6.7. Representatives shall remain members of their Provincial ________ Sub-Committees for their entire term of office on the N_C and should they resign from their Provincial Council Sub-Committees, or their membership of their Provincial Council Sub-Committee be revoked or suspended, their representation on the N_C will automatically cease.

6.8. Representatives shall be members in good standing of the Kennel Union of Southern Africa and should preferably be senior Judges licensed by the Kennel Union.

Exco members to remind Provincial Councils to inform the KUSA office as to who their representatives are.

5.2 SHOWS

5.2.1. Applications for Second Championship Show

5.2.1.1 Klun French Bulldog Club – 9 April 2022

The above Club is requesting to hold a second Breed Championship Show on 9 April 2022.

Motivation: To generate additional funds in order to invite an overseas Judge in 2023.

This is a first application. All documents and payments are up to date. The Club usually hosts one Non-Championship a year.

Approved.

5.2.1.2 Grahamstown & Districts Kennel Club – 1 April 2022

The above Club is requesting to hold a second Breed Championship Show on 1 April 2022. A second Championship Show had been approved previously for a Show to be held in 2021, however, the Shows were cancelled due to COVID-19. The 2nd Championship Show Licence is applied for on a rotational basis, by each of the Clubs

Motivation: To generate additional funds for the Club and to hopefully gain more entries for the weekend’s Events.

All documents and payments are up to date. This Club does not currently hold Breed Non-Championship Shows.

5.2.1.3 Baakens Valley Working & Herding Breeds Club 7-10 April 2021 – Ob,Dj,Ag,Ca

The above Club is requesting to hold a second Championship Ob,Dj,Ag,Ca Show on 7-10 April 2022, together with the Eastern Cape Disciplines Weekend.

This Club also holds Breed Open Shows. All documentation/payments are up to date.

Motivation: Baakens Valley is trying to raise funds due to the loss of income during COVID-19 and meet the ever-increasing costs of maintaining its club house, grounds and training equipment. The funds generated by an extra Championship Show would help towards these much-needed maintenance costs.

5.2.1.4 Show Calendar 2022

The 2022 provisional Events Calendar has been released and is available on the KUSA website. The Calendar was forwarded to all Provincial Councils with a request to circulate to the Clubs under their jurisdiction. Clubs have been requested to confirm their dates directly with the KUSA Office as soon as possible. Please note the Event Calendar is subject to frequent changes and should be consulted regularly.

5.2.2Schedule 3 Reg. 14 – Exclusion of Dogs & Reg. 19.8

Temporary Exclusion Order (TEO) for discussion – Rottweiler – LIBERLUMAR QUINTUS – Reg. No. ZA009392B18, following an incident that occurred at the Western Province Rottweiler Club Championship Show held 02 October.2021, at which it was reported that the exhibit behaved aggressively by attacking a Rottweiler (Vastonice Crane)

It was decided that the TEO was to be withdrawn.

The Club will be sent a letter of reprimand regarding non-compliance to TEO procedures.

PM brought to the attention of Exco that concerns have been raised by the Chairman of the GSDLC in respect of a GSD litter that had been registered where the Sire was believed not to have met ED requirements for breeding purposes.PM undertook to investigate the matter further.

9.1.3 Application for Affiliation to KUSA – K9 Sport Specialist German Shepherd Dog Club of Gauteng - NAPC Jurisdiction

At the time of the Agenda for the October 2021 Meeting, the KUSA Office had not received confirmation from NAPC of their recommendation of acceptance for affiliation of this Club.

Confirmation from the Chairman of the NAPC has been received and confirmed that under Item 4 Affiliations, in the Minutes of their Meeting, that the Provincial Council members were unanimous in accepting this Club for affiliation.

9.1.4 Northern Areas Agility & Dog Jumping Club

Application was received together with the required fees for the above Club to become Affiliated to KUSA. The sponsoring Club is Northern Tshwane Kennel Club. The new generation KUSA Club Constitution has been accepted by Club Members. NAPC recommended approval for affiliation at its meeting held 8th September 2021.

Article 9.2 states:

Whenever an Affiliated Club’s annual affiliation fee remains unpaid one (1) month after the date of renewal, the Secretary shall send a written demand calling for payment forthwith and in the event of the fee remaining unpaid on the thirty-first (31st) day of October, the Club in default shall be removed from the list of Affiliated Clubs.

When application was first submitted with accompanying Vet Report, the following was sent to the Vet requesting further explanation:-

According to our records, the last litter registered whelped out of Simaxdal Amberre was on 14/10/2019

An application has now been received for the registration of a litter born on 08/03/2020, where according to Mrs Brown, the first 1 st mating took place on 06/01/2020 and the 2nd mating on 07/01/2020

This means that this dam came on heat one week short of three months from the date of birth of the previous litter whelped and that she was mated approximately 6 weeks after having weaned the previous litter.

Vet response attached to agenda.

Carried forward. DNA parentage verification to be submitted

Concern was expressed at the high number of similar applications received for other litters from the

same Breeder, bringing into question the accuracy of records kept and record-keeping practices. Exco

directed that, going forward, all further litter registration applications submitted by the Breeder must be

accompanied by DNA Parentage verification certificates for the entire litter.

9.4.2 The breeder petitions the Executive Committee to rule on the registration of an additional puppy to a litter already registered in terms of Schedule 4.10.

10. GENERAL

10.1 BJ suggested that, during December, approval for requests for Exco dispensation be obtained via email Round Robin vote, as there will be no Exco meeting held in December.

10.2 SM reported that the EC and Border had held their AGM meeting over the previous weekend.

10.3 MA requested that Fedco be reminded that Exco Terms of Reference were to be provided. YJ supported MA’s call for Terms of Reference especially in view of the new Exco Members that had recently joined. PM mentioned that a list existed of duties that Fedco had delegated to Exco and the KUSA Office.

PM to circulate to Exco.

10.4 PM urged the members of Exco to read and familiarise themselves with the Non-Registry Breed Listing requirements. A detailed document was circulated to Staff and Exco.

10.5 CP enquired whether Schedule 5E events require a Show Licence to be issued. AB advised that Licences are required to be issued for all events. AB and CP to check the Schedule for the NAPC Top Dog Event.
