THE KENNEL UNION OF SOUTHERN AFRICA MINUTES A MEETING OF THE EXECUTIVE COMMITTEE OF KUSA HELD AT 13H00 ON TUESDAY 15 AUGUST 2023 VIA MS TEAMS

1. ATTENDANCE, APOLOGIES & ANNOUNCEMENTS

5.2.2.1 Pretoria Kennel Club - 18.11.2023

The above Club is applying to hold their regular Championship Show, including A2O awards. (DOGSPC licence)

5.2.3 Request for Extension to submit Show Returns

5.2.3.1 Durban and Districts Kennel Club – 01.07.2023

The above Club is having a cash-flow problem and has submitted the Show Return Form and Show Catalogue. They are unable to make payment as there are insufficient funds in their bank account. The club is requesting an extension for the Show Levy payment.

Explanation & Show Return Form attached.

MH to dvise the Club that outstanding fees are to be paid as soon as possible in order for the Club to be in good standing .

5.2.3.2 Penalties

Algoa Hound Club - 13.05.2023

The above Club is requesting that its Penalty Fees be waived. The show documents were done by the organising Committee of the PE weekend. The Club’s bank statement has been received. The funds in their bank account are insufficient to pay the Penalty Fees. The Club has a fundraiser planned in order to hold its next show and to try and make a viable.

Club to be advised that outstanding Fees are to be paid as soon as possible in order for the Club to be in good standing.

Shetland Sheepdog Club – 07.05.2023

The above Club is requesting leniency with regard to the Penalty Fees imposed for their Disciplines Championship Show.

Club to be advised that outstanding Fees are to be paid as soon as possible in order for the Club to be in good standing.

It was noted that the Federal Council would be discussing KUSA’s Penalty Fees structure at the next Fedco Discussion Forum meeting.

5.2.4 Entry in contravention of the Regulations in Schedule 03:

5.2.4.1 The Office received a Junior Merit application for Zandegal Iconic Prince William (ZA003070B23). The dog is co-owned. Registered in the name of both owners but all awards were issued only in the name of the first Owner. The dog has since been transferred into the name of the first Owner as the second Owner apparently has no interest in the dog (see attached).

May the Junior Merit title be awarded to the Dog?

After discussion, it was agreed that the Junior Merit title may be awarded and a R500 fine be imposed for the administrative errors on the Show Entry Form in terms of Schedule 03, Regulation 33.2.

Owner notified of fine on 03.08.2023.

5.2.4.2 The Office received a Grand Champion application for Snow Stail Keep My Secret (RKF 5313359). The Show Clearance Certificate reflects the dog is owned by the Russian-based Owner, a member of KUSA, but was entered in the name of the local exhibitor. The sample entry form provided by the local exhibitor indicates that the details of the Registered Owner were provided in addition to those of the local owner.

The Office seeks advice regarding the validity of the awards.

Awards may be retained, subject to receipt from the Clubs Show Entry Forms corroborating the

local exhibitor’s claim.

CP joined the meeting at this point.

5.2.5 Importance of briefing Foreign Judges .

The Chairman of Exco was informed that a Foreign Judge from Spain insisted on measuring the chests of Miniature Dachshund at a Championship Show held in Pietermaritzburg, despite being informed by an exhibitor that, in Shows held under KUSA Regulations, Miniature Dachshunds were weighed, and the circumference of chests not measured. The Ring Steward did not intervene, and the Show Manager was not called.

This highlights the need for host Clubs to ensure that their foreign Judges and their Ring Stewards are properly briefed that some breeds in South Africa are judged under KC UK standards and some under FCI standards and briefed as to the correct procedure that should be followed if a Foreign Judge acts contrary to the appropriate showing conventions.

It is suggested that the KUSA Office sends a communication to the Secretaries of All-breeds Clubs, citing this example, and cautioning them to ensure that foreign Judges and Ring Stewards are properly briefed.

5.2.6 Schedule 3 Reg. 14 & Reg. 19.8 – Exclusion of Dogs

5.2.5.1 Temporary Exclusion Order – Australian Shepherd – Limited Kascaro of Modailene – Reg No. ZA001023C22

 The Office received a report of an alleged incident of aggression that occurred at Swartland Kennel Club (2) Championship Show on 21.04.2023. The Club has submitted the relevant information, but the Office is following up to secure the documentation in the correct format (see attached). The Owner has submitted a statement. The Owner has requested approval of a training facility near Humansdorp where she will be based for the next few months and has sent through a brief on the facility (see attached).

TEO confirmed 27.06.2023.

Noted. The owner to be referred to the Baakens Valley Working and Herding Breeds Club.

Owner notified of the decision on 03.08.2023.

The Owner requested Exco reconsider the venue proposed by her given that Gqeberha is a 2hr drive (one way) from where she is currently based. Request approved.

5.2.6.2 Temporary Exclusion Order – Rhodesian Ridgeback – Eskhaleni Gem of Mnumbumba – Reg No. ZA005860B22

The Office received notice of an alleged incident of aggression that occurred at Hottentots Holland Kennel Club Non-Championship Show on 04.06.2023, where the dog bit the Judge. The Club has submitted a copy of the Incident Report Form (Annex A) and a statement from the Judge (incorrect format) and Ring Steward (correct format) The Judge’s statement has since been submitted in the correct format (see attached). A statement has been received from the Owner (see attached).

Preliminary TEO issued 27.06.2023.

Noted.The dog is to complete a training course with a Club, pass CGC Bronze and thereafter be judged by two (2) Judges.

TEO confirmed and Owner advised accordingly on 03.08.2023.

5.2.6.3 Temporary Exclusion Order – Border Collie – Eurofire Amazing Heart – Reg No ZA006923B22

Report received of an incident which took place at the Witwatersrand Corgi Club of Tramordwy Non-Championship Show held 26.02.2023, where it was reported that the above-mentioned dog behaved aggressively by attacking the Ring Steward.

As instructed by the Chairman of Exco, a TEO was issued 06.03.2023.

TEO confirmed by Exco.

Owner returned signed Indemnity Form 27.03.2023.

The Owner has submitted a letter from Birch Acres Dog Training Club regarding the successful completing of a training/socialising course in partial fulfilment of the stipulated steps to have the TEO lifted.

5.2.6.4 Temporary Exclusion Order – Golden Retriever – Savannalands Maverick – Reg No. ZA003232B19

It was reported that the abovementioned dog acted aggressively at the George Kennel Club (1) Championship Show held 09.06.2023, where it reportedly attacked another Golden Retriever. The Club has only submitted the Incident Report Form (Annex A) and all statements were still outstanding.

Preliminary TEO issued 27.06.2023.

Carried forward. Letter to be sent to the Club to provide full report and documents within 14 days.

Club sent request for information on 03.08.2023, but advised that, due to a judging appointment in Australia, this will take some time to collate.

5.4.1 Article 25.2 Judges shall maintain continuous and unbroken membership of the Kennel Union from the time their formal studies or activities towards a judging qualification commence until their voluntary retirement from judging, advised in writing to the Executive Committee, or their incapacitation (at the discretion of the Executive Committee), or their death.

9.1 Applications for Club Affiliation/Notification of Closure

9.1.1 Notification of Club Closure

Natal Coast Kennel Club held its AGM on 15.02.2023 where it was agreed to close the Club. It was further agreed that remaining finances were to be donated to the Highway Kennel Club.

However, the office noted some apparent irregularities in the financial statements for financial years ending 2021 and 2022. These have been discussed with KZN Provincial Council Chairman, Mr Michael Vorster, who has agreed to investigate further. Annual Financial Statements attached to Agenda.

MH to liaise with KZN Provincial Council Chairman and report back at the next Exco meeting. See attached response from the Club.

Natal Coast Kennel Club have submitted revised Financials for 2021 and 2022.

The revised Financials submitted did not meet requirements. Carried forward from previous meeting.

The Club has since requested more information from the auditors on 07.06.2023 as all books had been handed over to them.

MH and YJ to liaise with Michael Vorster regarding the outstanding financials.

KUSA Office to write to the accountant requesting that all financial documents relating to the Club be returned to KUSA.

The KUSA Office received an application for affiliation from the Eastern Cape Gundog Club. The Club will also affiliate to the Field Trials Liaison Council. The Club has submitted the following documents in support of their application (see attached):

10.1 API IntegrationRequest for KUSA on FindMyChip.co.za

Request received from General Manager of Identipet.

“I am writing on behalf of FindMyChip.co.za, a unified search platform for pet microchips in South Africa. Our platform was developed as a collaboration between Identipet and Backhome, dedicated to reuniting lost pets with their beloved owners. It is available exclusively to veterinary practices and animal welfare organizations, who are required to register on the platform.

We would like to include the KUSA microchip database in our search, allowing our users to access and search your database. This collaboration can significantly increase successful reunions between lost pets and their owners.

FindMyChip.co.za search only presents limited information (pet and owner name and contact numbers).

We assure you of our commitment to data security and confidentiality. Please consider this proposal, and let's discuss further details.”

KUSA Office Note:

KUSA has a longstanding arrangement with another microchip search platform Chipndoodle (other microchip suppliers besides Identipet), whereby KUSA provides them with the list of microchip numbers added to the KUSA database each month. The microchip numbers are imported into the Chipndoodle database where they are flagged as KUSA registered dogs and provide a hyperlink to the KUSA website if the microchip is not registered on one of the 4 microchip suppliers’ databases (GetMeKnown; Five Star; CommuniPet; Agrichip;)

IdentiPet is exclusively sold to Veterinarians and Animal Welfare Organisations .

Noted. Agreed that KUSA Office may engage with FindMyChip and explore the viability of integration of the database via an API.
