5.2 SHOWS
5.2.1 Applications for Second Championship Shows – Nil
5.2.1.1 Membership - Entry to Championship Shows
Mr and Mrs Coetsee alerted the KUSA Office to the fact that Staffordshire Terrier, Larumo Ella’s Maximus, Reg. No ZA009583B19 was entered in the Junior Kennel Club Championship Show held on the 20 March 2021, as being in their registered ownership. The dog was awarded a 2-point CC at the show.
Subsequently, they discovered that the dog was no longer in their registered ownership and that the dog had in fact been transferred into the new owner's name in December 2020.
The Show Entry Form submitted to the Club by Mr and Mrs Coetsee incorrectly declared that they were the registered owner of the dog at the time of entry.
In view of this fact, Mr Coetsee informed the KUSA Office that he believed that the dog does not qualify to be awarded the 2-point CC.
After discussion and careful deliberation, it was unanimously decided that the 2-point CC awarded must remain in place.
5.2.1.2 George and Outeniqua Kennel Club – Dispensation Required
Dispensation is sought in respect of Schedule 3 Regulation 20.4 that states “no Judge shall be required to judge more than approximately 175 exhibits during any one day or not more than approximately twenty- five (25) dogs per hour.
Background (Email from Club/s) ;
“We are delighted to report that Outeniqua & George Kennel Clubs have received fabulous entries for their shows next weekend (approximately 360 per show).
We are working closely with the COVID Task Team to plan the judging programme in such a way that a minimum number of exhibitors are on the grounds at any one time, and that is in hand, however our judges have drawn very high entries, which raises another problem.
On Saturday, Joy McFarlane has approximately 202 dogs to judge and Michael Vorster has approximately 185.
On Sunday, Elrena Stadler has approximately 185 dogs to judge and Gael Morison has approximately 202.
KUSA Regulation 20.4 in Schedule 3 states that “no Judge shall be required to judge more than approximately 175 exhibits during any one day or not more than approximately twenty-five (25) dogs per hour.
W e are loath to add new judges to our panel, since it will be extremely difficult to do so at this late stage, also, exhibitors are likely to be disappointed not to have the judge they entered under. We have therefore contacted the judges and they have all indicated their willingness to judge these numbers.
Consequently, we would like to request urgent dispensation for these judges to officiate as per the published schedule, despite being over the 175 dogs per day limit. They will not be over the 25 dogs an hour limit as the show is expected to run from 8am to 5pm (9 hours – 1 hour break = 8 hours / 200 dogs) and the actual numbers judged will likely be lower due to absentees as well.
In addition, we are in the process of making arrangements to accommodate these entries with extra rings, stewards, etcetera, to avoid any unnecessary delays, and hope you will look favourably on our request.”
Comment from the Shows Task Team
As the Shows portfolio-holder and also from the COVID Task Team’s perspective, we are happy that this request be forwarded to EXCO for urgent approval.
We understand that the judges are happy to judge these numbers, and are also very keen to judge the dogs entered under them.
The COVID Task Team also believes that with proper planning as per discussions with the club, the judges will manage the numbers of dogs and the number of attendees will be manageable with careful staggering of groups. We are currently working on a proposed ring-plan and timing schedule to assist the club in their planning if they wish to use it.

5.2.2 Schedule 3 Reg 14 – Exclusion of Dogs & Reg 19.8
5.2.2.1 Temporary Exclusion Order (TEO) – Rottweiler Dog – VASTONICE EDWARD – Reg. No. ZA007146B19. Temporary TEO issued following the Cape Rottweiler Club Show held 10/04/2021 at which it was reported that the exhibit had refused to have its teeth shown to the Judge by the exhibitor. The owner then stepped in to assist the exhibitor, at which point the exhibit showed aggression towards the owner.
After discussion and taking the owner’s explanation into consideration, it was decided that the TEO is to be withdrawn on the proviso that, should there be repeat of this incident in future, a TEO will be issued.

5.2.1.2 Temporary Exclusion Order (TEO) – Rough Collie – CHELLERT SMUDGED BY COAL – Reg. No. ZA008856B19. TEO issued following an incident at the Northern Tshwane Championship Show held 15/05/2021 at which it was reported that the exhibit behaved aggressively by attacking a Shetland Sheepdog (Mackland Kismet Quest).

9.1.1 Mpumalanga GSD Club
Application has been received from the above Club together with application fee to become affiliated to KUSA within the Districts of Gauteng & Surrounds jurisdiction. DOGSPC approved the Club's affiliation at its meeting held 8th June 2021. The GSD Club of Southern Areas and Surrounds is the sponsoring Club. There are currently nine (9) members of the Club.
Objectives are to promote the breeding and care of GSDs, to encourage the importation of GSD to improve the quality of the breed in South Africa. To organise Dog Shows and the option to host Working Disciplines, hold Breed Clinics and Seminars.
The KUSA Specimen GSD Club Constitution has been adopted and approved by the Constitution Sub- Committee.

A discussion ensued regarding the Executive Committee’s discretionary powers on the adjudication of litters under Schedule 2 Regulation 12.1 – 12.-5 with regards to altering the warning letters sent based on the merit of each individual case. It was suggested that the Executive Committee delegate its powers to the KUSA Office to deal with first transgressions and that only repeat offenders are to be brought to the attention of the Executive Committee. NdP requested that clarity be attained from Fedco in respect of the discretionary powers of the Executive Committee in regard with such matters.

Permission requested for father to daughter mating.
Contra to 4.12 of Code of Ethics – “in the interest of genetic diversity, generally avoid “first generation” matings, i.e. father-daughter, brother-sister or mother-son matings.

9.9 Fedco 06-21 Agenda
Agenda attached for discussion .
PM inquired whether the Executive Committee had any comments in respect of the proposal to terminate
the utilisation of the South African Post Office services. There were no objections to the proposal.

10. GENERAL
10.1 NdP reported on a discussion he had with an exhibitor in which the exhibitor confessed that he had his dog’s soft palate removed to improve the dog’s breathing. Regulations state that dogs operated upon is a contravention of Regulations and are to be disqualified. The action taken by the exhibitor was thus in transgression of Regulations. As KUSA would be unaware of such a surgical procedure having being performed, NdP suggested that a proposal be made to Fedco that a declaration be added to the Official Show Entry Form stating that the dog entered has not had any surgery to hide or conceal any disqualifying faults. BJ suggested that NdP draft a proposal to present at the upcoming
Fedco Informal discussions.
10.2 Kennel Name Application – Voorwaarts
Request from Member WM Britz to register the aforementioned Kennel name.
Approved.
10.3 Membership Numbers on Exco Minutes
In terms on the POPI Act, PM enquired whether the recording of KUSA membership numbers in Exco Minutes would be acceptable. NdP recommended that until such time that the KUSA Privacy Policy document is finalised and published, membership numbers should be greyed out and removed from final Minutes.
