The Minutes of the meeting held on 24.11.2020 were formally adopted.
3. ANY MATTERS ARISING FROM PREVIOUS MINUTES
3.1 Proposal for Online Survey (Exco 11-20 Item 10.1)
The following proposal was received from Mrs Tania Davey-Smith (KUSA Member 1018914)
Dear Pascale,
I previously wrote to you regarding the poor situation that I encountered when recently visiting two Vizsla breeders. I then made a suggestion that KUSA creates an online survey accessible from the home page of your website, to allow puppy buyers to evaluate breeders, based on their visits to them. You have not yet responded in this regard.
I have since discussed this concept with a few puppy buyers, who have all been in agreement that this would be a very good idea and way to provide feedback, which could allow KUSA to take action, e.g. send inspectors to assess the situation, unannounced of course.
One such a buyer whom I spoke with yesterday, had also visited one of the two breeders in question, and told me how shocked he was that a puppy mill would exist in the name of a KUSA registered breeder. He proceeded to buy a puppy from this so-called "breeder" in an attempt to "rescue" the pup from the environment.
An online survey will provide KUSA with ongoing feedback, and will over time go a long way towards eradicating puppy mills and farming.
Such a survey should be developed collectively by breeders and KUSA representatives. It should NOT be unilaterally done by KUSA.
Please give this serious consideration and please can this be tabled at your next relevant meetings. I look forward to receiving formal feedback on this request.

PM reported a slight backlog with the processing of applications due to the annual office closure.

5. SUB-COMMITTEES
5.1 DISCIPLINARY SUB-COMMITTEE
The request for advice on KUSA disciplinary procedures received from the Tvl HPR Field Trial Club was discussed, with the conclusion that no valid disciplinary action against Mr F van der Walt could be justified.

NdP undertook to produce a manual after the lockdown, with the assistance of BJ, for the information of DSC members. Thereafter a Skype meeting will be arranged. BJ and NdP to liaise on suitable date to hold the Skype meeting.

5.2 SHOWS
5.2.1 Applications for Second Championship Shows
5.2.1.1 S.A. Bull Terrier Club - 5 June 2021
The above Club is applying to hold a second Championship Show with its first Championship show as it has done for the past few years.
The Club is fully compliant and up-to-date with all Club/show documents. They also usually host
Non-Championship Shows during the year.

5.2.1.2 Application to change show date
Pretoria Kennel Club - Non-Championship Show – 24 January 2021 - request to move to 1 week later 31 January 2021 - Br,Ag,Dj,Fly.
The above Club is requesting to move its Non-Championship Show by one week on a permanent basis. Usually such a request is approved via Provincial Council, however, there will be no meeting in time to approve the date change.
Please see attached date change form with motivation. The KUSA office has no objection to the move as it will join Jacaranda Kennel Club on the same day, run by the same Committee.
Approved current year's request. Club must apply through normal channels for 2022 onwards. (Since affected by Covid-19 - will be moving date).

8. ELECTION OF KENNEL UNION MEMBERS IN TERMS OF ARTICLE 10(1)

8.2 Membership Renewal – Mrs T Thoss
Payment received on the 4th January 2021 for the renewal of membership for Mrs T Thoss.
After discussion it was agreed that Mrs Thoss’ application for renewal of membership be approved.
PM to draft letter to Mrs Thoss informing her that failure to comply with, or adhere to, the Code of Conduct for Members of KUSA may result in disciplinary action under Schedule 1 and the loss, or suspension, of membership, or other penalty.
9. ANY OTHER BUSINESS
9.1.1 Applications for Affiliation/Closure
9.1.2 Versatile Pointing Dog Club
The above Club applied for affiliation (incl. fee) to KUSA and this was tabled and recommended for approval at the WC Provincial Council meeting held in November 2020.
The KUSA Specimen Constitution has been adopted in its entirety. Sponsoring Club is Cape Field
Trial Club and there are currently 21 Members of the Club.
The primary focus of this Club will be to offer Versatile Working Tests which are non-competitive assessments, including training. Breeds cover Pointing Gundog breeds such as GSPs, Vizslas, Weimaraners, Pointers, Setters etc. (see motivation letter attached). The Club is applying to be a Group Club as they cover a variety of Gundog Breeds.
The following names in order of preference are given below:
1. Versatile Pointing Dog Club
2. Versatile Pointing Breeds Club
3. Cape Versatile Pointing Dog Club
The Club Officers are already experienced in Club matters and the organising of Events on other Club Committees.

9.1.3 Central Field Trial Club
At its AGM held 19 September 2020, the members of the above Club agreed to apply to KUSA for affiliation as a Field Trial Club. The application was recommended for approval at the October 2020 NAPC meeting. After some required adjustments to the Constitution were submitted, the final document has been received and is hereby attached for final approval. The KUSA Specimen Field Trial Constitution has been adopted. The sponsoring Club is the Cape Field Trial Club. There are currently 21 members registered with the Club.

At its meeting held 22 November 2020, the members of the above Club agreed to adopt the latest KUSA Specimen Club Constitution in its entirety.

Further to recommendations from the Executive Committee and communication with the Club, the final Constitution is hereby tabled for final approval. 10. GENERAL
10.1 KUSA comment re use of Prong Collars for desensitisation of Farm Dogs to snakes
In response to the Notice circulated to Members in August 2020 pertaining to KUSA’s stance on the use of
Prong Collars, please see request received from Mrs Beth Babbin.
Attached: KUSA Notice and Letter received from Mrs Babbin.
It was decided that more information was required, especially in respect of training methods used. MCA was tasked to gather more information and consult widely with persons having the required experience ás well as with Mrs Babbin and to report back to Exco.

10.2 Confiscation of Dogs – Miss EF Ferreira
The KUSA Office has been alerted to the fact that 30 or more dogs had been confiscated by SPCA from a
breeder in Boksburg. Only two of the dogs confiscated are KUSA-registered. Miss Ferreira’s KUSA membership was due for renewal in November 2020 and lapsed in December 2020.
Miss Ferreira last registered a litter with KUSA in 2013.
Mr J Warffemius is in contact with the SPCA regarding the matter and will keep the KUSA office updated of any further developments.
Discussion on the activities of “Registries” such as SACBR ensued.
