Congratulations to the two Windhoek Clubs for having succeeded in providing the dog world with an excellent week end in the sun. The Committees did everything possible to ensure that it was a success - as it was;both shows running without any problems.

Congrats to them for arranging the dinner on the Saturday evening and the innovative prize giving and distribution of lottery winners.This kind of gathering we should see more of as a way of getting to know each other a lot better and understanding perhaps what our sport is all about.

Cancellation of September 2010 Federal Council Meeting

Following consultation between the President and the Federal Council members, and after an evaluation of items received for the September FEDCO agenda , it has been decided that the meeting should be cancelled.
All items that were received will be included on the agenda for the December FEDCO meeting.

The KUSA notes with great regret the tragic case of Ann and her son who were attacked in Port Elizabeth where they now live and the loss of her son as a result of the attack.

Our thoughts and condolences go out to Ann.

New KUSA Application Forms - Single Dog and Litter Registrations

Please be advised that application forms for the registration of complete litters and registration of single dogs have been revised and updated, in order to make provision for the inclusion of micro chip implant numbers, which will be mandatory, in order to register any dog on any of the KUSA registers or records, as of 1st September 2010.
The new application forms can be used with immediate effect and are available from the KUSA office or for download from the KUSA website under FEES & FORMS/ NEW APPLICATION FORMS 2010 Folder.

Further Important Notice from the Federal Council 24 May 2010

Re: Mandatory microchip implantation for registration purposes
The Federal Council reconfirmed the decision taken in November 2007, that all dogs registered by KUSA shall be micro-chipped and further confirmed that the date of implementation will remain 1st September 2010. The required amendments to Schedule 2 of the KUSA Constitution, were approved at the Federal Council Meeting held on 14th & 15th May 2010.

It is acknowledged that this new requirement for registration of litters and single dogs will require some adaptation by both the Members and the Kennel Union administration, but none of the changes are considered to be insurmountable. A significant number of KUSA Members have been voluntarily micro-chipping their puppies for many years and the KUSA Office has been maintaining a data base of all microchip records submitted. The K9 computer program facilitates the recording of microchip numbers on each individual dog’s record.

These changes necessitate amendments be made to all KUSA application for registration forms.
The official application forms for the registration of a complete litter, registration of a single dog on the Obedience and Trial Dogs Record and registration of a single dog on the Breed, Development and Field Trial Registers have all been amended to make provision for the recording of microchip numbers and will be available for download from the KUSA Website or from the KUSA office as of 1st July 2010. Microchip certificates will be required to be attached to all application forms, in order to effect registration.

This initiative will re-affirm to the general public and governmental and welfare bodies the commitment of KUSA members to responsible breeding and dog ownership and will serve to separate and differentiate our members from other less regulated registries and the so called “puppy farmers”. The ability to positively identify dogs is considered by many Members to be advantageous in a wide variety of aspects that encompasses both the breeding and showing of dogs and it is anticipated that it will result in further positive progress in the future.

Notice from the Federal Council February 2010

At a meeting of the Federal Council held in November 2007, it was agreed in principle that all dogs registered by KUSA after the 31st August 2010 shall be micro-chipped.

Motivation:


“It is clear that the most effective way of identifying dogs is by microchip. With the ever-increasing tendency of municipalities to introduce anti dog legislation, the very fabric that KUSA is built on is being threatened. In order to identify dogs that are bred, owned and exhibited by responsible KUSA members, an identification system needs to be in place so that KUSA can properly negotiate with the authorities. This can have a very positive impact on any move to allow concessions to KUSA members and their KUSA registered dogs.”

In September 2009, it was resolved that compulsory micro chipping of dogs, for registration on all KUSA registers, would come into effect on 1 September 2010.
Amendments to Schedule 2 Reg 3 & 4 will be tabled for approval at the Federal Council meeting to be held in May 2010.

This serves to inform all members, of the impending changes that will require that all applications for registration of litters and single dogs be accompanied by appropriate microchip certificates. Full details of the implementation of this change will be circulated to members in June 2010. Dogs that are registered prior to the 1 September 2010, will not be required to be micro chipped, but may be micro chipped voluntarily and the appropriate micro chip certificate be forwarded to KUSA for recording on our data base.

It is standard practice to handover puppies to their new owners, already vaccinated between the age of 8-10 weeks. Veterinary professionals advise that microchips can be implanted from the age of 6 weeks (at which first vaccination is administered) and are safely used even in small birds, reptiles and fish. In view of the changes, applications for the registration of a litter will only be submitted to KUSA for processing when the puppies are between the age of 6 and 10 weeks.
Schedule 2 Reg 4.3 refers:
“The entire litter is registered at one time by the breeder within four (4) months of the date of birth”.
Members will have between 6 and 10 weeks after the implant of micro chips to register their litter. It may thus not always be possible to hand over the KUSA Certificate of Registration at the time of handover of the puppy to the new owner. Schedule 9 Reg 2.17 refers:
“ensure that when selling or transferring a dog that, when available, the necessary signed document/s be provided to the purchaser or transferee;”

We trust that members will accept and support this initiative and show solidarity in actively promoting responsible dog breeding and dog ownership. Micro chipping is becoming mandatory in many countries around the world, and we need to be proactive in this regard. Members are reminded that they play an important role and have a responsibility to uphold the good name and reputation of the Kennel Union.
