Important notice from the KUSA Office Re: Applications submitted for processing
The KUSA Office has at any given point in time between 200 and 400 applications that cannot be processed because the applications received are incomplete and further information or signatures or monies are required. We urge applicants to please, only submit completed application forms to which proof of payment is attached.
To avoid unnecessary delays and much frustration we recommend the following:-
• Always attach proof of payment to application. (DO NOT SEND PROOF OF PAYMENT SEPERATELY)
• Always use your KUSA Membership number and Surname and Initials as the reference when depositing funds into the KUSA bank account.
• Only send one application to the KUSA Office either by mail, courier, email, fax or hand delivery (Do not send application by fax and then thereafter by email and or mail)
• If you have not received a response within three (3) weeks, follow up and contact the KUSA Office.
• Complete application form fully and use clear block letters.
• Inform the KUSA Office of any change of contact details.(telephone, cell phone, email & postal address).
If proof of payment is not received within 10 working days of receipt of application, the Kennel Union reserves the right to reject the application and return the documentation to the applicant.
Applications for which proof of payment has been received but cannot be processed due to certain requirements not being met are placed on hold. Applicants are notified of non compliance, either by telephone, email, fax or letter. Thereafter, if no response is received within (3) months , the application will be rejected and returned to sender and funds will be kept to defray administration costs incurred.
We also wish to remind Members that, Membership Cards will no longer be issued and instead Members will receive letters of confirmation of membership renewal.
National Judges Sub-Committee
The present Judges Standing Committee of the Federal Council was constituted some years ago under Schedule 6A – Standing Committees of the Federal Council. This operated successfully during quite a lengthy period of time and succeeded in consolidating what was then a new system which needed to be put into place. The members were appointed from a list of All Breed Judges who had served more than 10 years in dogdom and consisted of a maximum of 8 people. The object of the Committee was to look at policy, possible changes for the future, amendments to the present and the general well being of breed judging in South Africa. Some of the members served as Scrutineers for the reports which were a backbone of the system.
Today the situation has changed with the introduction of National Sub-Committees under Constitutional By-Laws and they have worked well in that those Sub-Committees are manned by responsible people representing the various disciplines – i.e. those involved in the discipline have control of it’s future. It was thus decided at the December meeting of the Federal Council 2009 that the time had come to make changes and to take the Judges Standing Committee out of 6A and have it constituted in the same way as the other National Sub-Committees. The change here, of course, is the way in which it is elected. In future, each province will be asked to nominate one person to serve on the National Judges Sub-Committee (NJC). The period between constituting this new Sub-Committee will be a transition one. Unfortunately, some of the Committee have decided not to continue and have resigned. There is thus a need to use a panel to ensure that the administrative work continues as the Fedco, at its May 2010 meeting, must decide on the requirements needed to sit on the NJSC (we anticipate that the new NJC will only be constituted in September 2010). The Executive Committee have decided that we should form a panel to cater for the present situation and thus we have written to all judges who have 4 groups and above to ask whether they would be prepared to serve as Scrutineers for the intermediate time.
Some new ideas will be coming forward and we feel that the new National Judges Sub-Committee should be involved in matters of policy and planning forward and could be used to give advice where queries are raised which cannot be answered by the office. A panel to be decided will exist outside this (members of the NJC would not be excluded) to act as a body of Scrutineers who could be called on by the office to work on various reports. This would allow the office to use specialist judges for this process and also would not slow matters down in following the decisions made by the Fedco to whom all National Sub-Committees report.
We believe this system would provide the necessary administration to make it viable.
Please note that rumours which said that the old Committee were fired are untrue and the normal administration will continue as is usual.

Important Notice from the Federal Council
At a meeting of the Federal Council held in November 2007, it was agreed in principle that all dogs registered by KUSA shall be micro chipped.
Motivation:
“It is clear that the most effective way of identifying dogs is by microchip. With the ever-increasing tendency of municipalities to introduce anti dog legislation, the very fabric that KUSA is built on is being threatened. In order to identify dogs that are bred, owned and exhibited by responsible KUSA members, an identification system needs to be in place so that KUSA can properly negotiate with the authorities. This can have a very positive impact on any move to allow concessions to KUSA members and their KUSA registered dogs.”
In September 2009, it was resolved that compulsory micro chipping of dogs, for registration on all KUSA registers, would come into effect on 1 September 2010.
Amendments to Schedule 2 Reg 3 & 4 will be tabled for approval at the Federal Council meeting to be held in May 2010.
This serves to inform all members, of the impending changes that will require that all applications for registration of litters and single dogs be accompanied by appropriate microchip certificates. Full details of the implementation of this change will be circulated to members in June 2010. Dogs that are registered prior to the 1 September 2010, will not be required to be micro chipped, but may be micro chipped voluntarily and the appropriate micro chip certificate be forwarded to KUSA for recording on our data base.
It is standard practice to handover puppies to their new owners, already vaccinated between the age of 8-10 weeks. Veterinary professionals advise that microchips can be implanted from the age of 6 weeks (at which first vaccination is administered) and are safely used even in small birds, reptiles and fish. In view of the changes, applications for the registration of a litter will only be submitted to KUSA for processing when the puppies are between the age of 6 and 10 weeks.
Schedule 2 Reg 4.3 refers:
“The entire litter is registered at one time by the breeder within four (4) months of the date of birth”.
Members will have between 6 and 10 weeks after the implant of micro chips to register their litter. It may thus not always be possible to hand over the KUSA Certificate of Registration at the time of handover of the puppy to the new owner. Schedule 9 Reg 2.17 refers:
“ensure that when selling or transferring a dog that, when available, the necessary signed document/s be provided to the purchaser or transferee;”
We trust that members will accept and support this initiative and show solidarity in actively promoting responsible dog breeding and dog ownership. Micro chipping is becoming mandatory in many countries around the world, and we need to be proactive in this regard. Members are reminded that they play an important role and have a responsibility to uphold the good name and reputation of the Kennel Union.
